Why does America’s punitive, and rehabilitive prison systems not work, despite there being many other countries with either and it being a success?

I always see online topics about how justice system reform is a punitive vs rehabilitive debate, however we see that with our states, ones with more rehabilitation focused efforts, like Oregon, it hasn’t actually caused the drastic crime decreases like in Northern European systems, and in states with a more punitive based system, it hasn’t helped much either, like in some East Asian countries.
