What does it mean if someone tells you we should catch up sometime, gets your phonenumber and then ghosts you?

I saw a old childhood friend a couple months back and then he stopped me and we talked for a bit and then we got out phone numbers (he suggested we should) and then said we should talk more sometime. then later I reached out and he ghosted me. was this person just doing this to be nice?
