In my experience, it is generally used for people who seem more experienced than their years would suggest – especially children. I think that most of the time when people refer to someone as an old soul, what they are seeing is a person who experienced traumas or abuse young and had no choice but to survive it which leaves them “older” and with a lot more life experience than others their age. They are an “old soul” because they’ve lived a harder life than people expect.
The other time I hear this a lot is when some older man is trying to convince himself/someone else that it’s totally ok for him to pursue people who are barely legal adults. It’s just an excuse there. The old men who say things like that don’t truly believe it; they just know the usual script to try to deflect from how gross they are being. Saying the younger person is an “old soul” let’s that type of predator rationalize and excuse their predation.
