We’re together for 3 years he broke things off, came back a year later and pursued me for 4 months and now just wants to be friends. I am just confused

No, but who really cares why he doesn’t want to date you? You can’t change his mind, and his views don’t reflect anyone else’s. You’re just not his cup of tea at this particular moment in time.
It is an answer if he says he isn’t interested in dating anymore. Sometimes the spark or attraction just isn’t strong enough to go farther. There might not a be specific one thing so he may not be able to articulate very well about the exact reasons beyond that.
