Can’t tell if I’m the one being unreasonable.

So me and my friends all 17 are going on holiday tomorrow and are getting ready to go. I have booked the hotel and the flights as well as figured out taxis and all the logistics by myself so far however I volunteered so I’m not bothered about that. Friend one ( let’s call him Arthur) has been really responsive and encouraging about the trip and genuinely is pretty fast at doing things like checking into the flight online and sorting out his passport details ect. Friend two (let’s call him Ed) is where I find myself getting irritated. Firstly, he is constantly saying he can’t pay for stuff like extra baggage ect Wich I’m absolutely fine with because we all have budgets we have to stick to, however last night I caught him buying 20 quids worth of weed after he said he was quitting. Then he gets annoyed at me after I show him the hotel we are staying at because it’s not exactly 5stars and he was under the impression that we were going to a more expensive one that I was considering to begin with, however since Ed doesent check the group chat all that often, he didn’t know about the change in plans until now. I have also been chasing him about logging into the flight online for the last two days ( not the first thing I’ve chased him for and he’s left until the last minute ) Wich me and my friend have already done and we can’t check in if he hasn’t done it. He’s left it a day before and now doesent know how to do it as he wasn’t listening the numerous amounts of times I explained it. So I text him and say “ please can you check into the flight now cus we are running out of time and my parents are getting annoyed it’s not done yet” , he then replies by saying how he is painting a fence, I then ask him again because my parents are getting increasingly annoyed and he says quote “I can’t just walk out and do that, you will have to wait for 20 minutes ” and “I don’t need to explain myself twice, I’ve already explained why I can’t do that”, Wich really pissed me off but I can’t tell if I am justified in getting angry, especially since it’s the day before and I want to keep tension low between us.
