On your birthday, do you give gifts to friends, rather than receive gifts?

My mother used to live in Germany during the 1980s and the early 1990s, and she has told me that in Germany, when it's someone's birthday, they give gifts to their friends, rather than receive gifts. Is this the case in any other country in Europe? And is this even universally true in Germany?
