I heard all kinds of theories already, like tap water quality (eg Belgium) or the fact that in some countries, restaurants don't make money on drinks if tap water is free (eg Germany) whereas in other countries, people still buy a drink even if water is free (eg France).
Does anyone know which theories are correct?
