Can’t put condoms on at all

I'm 16 years old and I wanted to try to put some on my own to learn, but I can't do it at all, they're the ones from the Eden brand, I follow all the instructions (it's not inside out) but I cannot pass the tip, my foreskin does not retract completely in erection and remains a little at the base of the tip where it gets stuck, and as a result the condom remains a little stuck at the end of the tip, against the foreskin and does not unfold at all. How can I do it??
