When traveling in the EU and using mobile data, can the provider you subscribe to in your home country affect the speed or quality of your roaming connection?

For example, if my friend mobile provider is Orange Austria and my provider is UnknownProviderWithNoInternationalInfrastructure Austria, while we're traveling to France (where Orange France I guess is widely spread) will my friend have some advantage or the UE regulate the roaming such as I will have the same benefits (talking about internet speed, for example) as him, even if we are both roaming to Orange France?
